Overview:

Mr. Osage has over 48 years of experience in the refining and petrochemical industry both as an owner-user and consultant.  He is responsible for engineering consulting services for pressure containing systems including pressure vessels, piping, and tankage.  His responsibilities include stress and thermal analysis of pressure vessels, piping, and tankage; development and maintenance of Computed Aided Engineering (CAE) systems for plant engineering; advanced finite element methods; Fitness-For-Service analysis of in-service equipment; high-temperature design and remaining life assessment; fracture mechanics; failure analysis and resolution of lessons-learned; development and maintenance of engineering standards; implementation of design changes and problem solving at shutdowns; and troubleshooting and recommendations for repairs to damaged equipment.

Mr. Osage provides engineering consulting for all levels of refinery capital projects including preparation of design specifications, coordination of design reviews, development of engineering standards for refinery equipment, and QA/QC procedures for project administration.  He also has extensive experience in preparation and delivery of training courses to practicing engineers in industry-related technologies such as Fitness-For-Service.  As an Adjunct Visiting Assistant Professor at Stevens Institute of Technology, Mr. Osage taught graduate level courses in strength of materials and elasticity, structural analysis and finite element methods, and structural optimization.

Mr. Osage is internationally recognized as an industry expert and leader in the development and use of FFS technology.  As the architect and principal investigator of API 579 Fitness-For-Service, he developed many of the assessment methodologies and supporting technical information.  Mr. Osage was the recipient of a Certificate of Appreciation from API for his work on API 579.  Mr. Osage has served as the chairperson and vice-chairperson for the API/ASME Joint Committee on Fitness-For-Service and was instrumental in completing the update to API 579 titled API 579-1/ASME FFS-1 Fitness-For-Service.  For his efforts on API 579-1/ASME FFS-1 and API 579-2/ASME FFS-2 Fitness-For-Service Example Problems Manual, Mr. Osage received a Resolution of Appreciation from API and a Certificate of Acclamation from ASME.

Mr. Osage also has internationally recognized expertise in the design of new equipment.  As the lead investigator and principal investigator of the new ASME B&PV Code, Section VIII-Rules for Construction of Pressure Vessels Division 2-Alternative Rules – 2007 Edition, he developed a new organization and writing style for this code and was responsible for introducing the latest developments in materials, design, fabrication, and inspection technologies.  These technologies include new models for materials behavior suitable for use in a construction code, a new brittle fracture evaluation method based on concepts from API 579-1/ASME FFS-1, updated design-by-rule methods, modern design-by-analysis procedures including the introduction of elastic-plastic analysis methods, and a new fatigue method for welded joints.  Mr. Osage received a Certificate of Acclamation from ASME for this work.  At the request of ASME, Mr. Osage authored PTB-1-2014 ASME Section VIII Division 2 Criteria and Commentary that provides a complete description of the ASME B&PV Code, Section VIII, Division 2 including technical background and an overview of the many new and updated features.  He also co-authored PTB-3-2013 ASME Section VIII – Division 2 Example Problems Manual and PTB-4 2013 ASME Section VIII-Division 1 Example Problem Manual that provide numerous examples illustrating the proper use of these construction codes.  Mr. Osage has served on the ASME Board on Pressure Technology Codes and Standards and the following ASME Section VIII committees: Section VIII Main Committee, Subgroup Design, and Subgroup on Fabrication and Inspection.  Mr. Osage was named an ASME Fellow in 2016 to honor his contributions to codes and standards development work.

Mr. Osage was the lead investigator to revamp the API Risk-Based Inspection (RBI) technology and software.  The focus of this effort is a clean-sheet rewrite of API 581 Risk-Based Inspection Technology, Second Edition, 2008 and the development of a new version of the API RBI software.  Mr. Osage is also currently working on the next generation of RBI technology where Fitness-For-Service assessment procedures will be used to compute the probability of failure for Risk-Based Inspection.

Mr. Osage is an instructor for Design-By-Analysis, Fitness-For-Service, and Repair courses offered under the ASME MasterClass Series.  ASME Master Classes are premium learning programs comprised of advanced topics aimed at experienced engineering professionals.  Master Classes emphasize learning through discussion of real-world case studies and practical applications.  ASME Master Classes are taught by widely respected industry authorities with more than 25 years’ experience in their respective fields of expertise. 

Mr. Osage is the Chairperson of the Board of the Welding Research Council (WRC).  The WRC now incorporates both the Materials Properties Council (MPC) and the Pressure Vessel Research Council (PVRC).  These councils were created by the Engineering Foundation, a coordinating organization of the major engineering societies that was formed over one hundred years ago to meet the industry’s needs for knowledge regarding the properties and performance of materials in engineering applications.  Mr. Osage will be working to ensure that the vast amount of technology and data of these organizations is preserved and made available to industry.
